The specialized educational care in Porto Alegre/RS: analysis of the offer between 2009 and 2020

This article presents the results of a study analyzing the Evolution of the offer of Specialized Educational Care (SEC) at Primary Schools of Porto Alegre/RS. It reflects, thus, about what standard keeps the SEC together in all the different contexts associated to the analyzed municipality. The data were read based on the Systemic Thinking. It was noticed that, although the enrolments oscillated in specific periods, the SEC has been offered from actions articulated by the national policy. The need for continuity of investments in policies focused on the democratization of teaching and that presents the SEC openly, with the possibility of being created from each context, is identified.
