Creative rural territories: from geographical proximity to building social proximity

Abstract

This article analyzes initiatives of sustainable territorial development in Brazilian rural territories based on the concept of specific territorial resources. The research problem concerns the mismatch between the wide range of existing empirical experiences and the limited theoretical appropriation of this concept by territorial actors and public managers. The objective is to examine the relevance and adaptive capacity of the creative territories approach, originally developed in the European context, when applied to rural realities marked by socioeconomic and environmental inequalities. The theoretical framework draws on the approaches of territorial proximity and the Territorial Basket of Goods and Services. Methodologically, the study combines a literature review with results from exploratory empirical research conducted in four rural territories located in the states of Santa Catarina, Paraná, Maranhão, and Pará, including interinstitutional seminars and field visits. The results indicate that the valorization of material, immaterial, and human territorial resources strongly depends on social proximity, collective action, and the articulation among multiple actors. The article concludes that strategies based on territorial specification and plural governance systems can strengthen sustainable territorial development projects in rural Brazil.

Author Biographies

  • Ademir Antonio Cazella, Federal University of Santa Catarina (UFSC)

    Full professor at the Federal University of Santa Catarina (UFSC), with a bachelor’s degree in Agronomy from UFSC (1986), a master’s degree in Development, Agriculture, and Society from the Federal Rural University of Rio de Janeiro (UFRRJ, 1992), and a Ph.D. in Land Use Planning from the Centre d'Etudes Supérieures d'Aménagement (Tours, France, 2000) . He is a tenured professor in the Graduate Program in Agroecosystems (PGA/UFSC), which he coordinated from May 2012 to June 2016. He is a founding member of the Laboratory for Studies on Agricultural Multifunctionality and the Territory (LEMATE/UFSC) and is part of the Observatory of Public Policies for Agriculture of the Graduate Program in Social Sciences in Development, Agriculture, and Society (OPPA/CPDA/UFRRJ). She is a member of the Brazilian Society of Rural Economics, Administration, and Sociology (SOBER), the Rural Studies Network, and the Brazilian Society for the Advancement of Science (SBPC). Her research focuses on the following themes: agricultural and territorial multifunctionality, sustainable territorial development, the basket of territorial goods and services, and the territorialization of public policies. Since June 2023, she has served as an advisor to the Secretariat of Land Governance, Territorial, and Socio-Environmental Development of the Ministry of Agrarian Development and Family Farming (SFDT/MDA). She is the leader of the Creative and Sustainable Rural Territories Research Group and holds a CNPq Research Productivity Fellowship 2.

  • Monique Medeiros, Federal University of Pará (UFPA)

    Professor at the Amazonian Institute of Family Farming (INEAF) at the Federal University of Pará (UFPA). She is affiliated with the Graduate Program in Amazonian Agriculture (PPGAA/UFPA Belém). Ph.D. in Agroecosystems, specializing in Sustainable Rural Development, from the Federal University of Santa Catarina (UFSC/PPGA), with a Sandwich Doctoral Internship at the Unité Mixte de Recherche - Acteurs, ressources et territoires dans le développement (ARTDev) - University of Montpellier 3 - France (CAPES/COFECUB). She also holds a postdoctoral degree in Sustainable Rural Development from UFSC/PPGA. She is currently the leader of the research group Reterritorialities and Social Injustices through Amazonian Perspectives (RIOS) and a researcher with the AgriTerris Network (which brings together researchers from Brazil, Argentina, and France) and the Brazil Natural Resource Governance Initiative (BNRGI), which brings together researchers from Brazil and the United States. She has also served as a visiting researcher (Fulbright scholar) in the Department of Anthropology at the University of Georgia (UGA)/USA and at the Post-Growth Innovation Laboratory at the University of Vigo/Spain. Her current main areas of work and research are: social injustice and water insecurity in the Brazilian Amazon.

  • Sandra Mara de Alencar Schiavi, State University of Maringá (UEM)

    She holds a bachelor’s degree in Economics from UNESP (1998) and a Ph.D. in Production Engineering from UFSCar (2007), with a sandwich Ph.D. program at ENITIAA / Université de Nantes (France) and a postdoctoral fellowship at Kansas State University’s Department of Agricultural Economics (2016). Professor in the Department of Business Administration at the State University of Maringá (UEM) and tenured faculty member in the Graduate Program in Business Administration (PPA / UEM). She served on the Board of Directors of the Brazilian Society of Rural Economics, Business Administration, and Sociology (SOBER) (2022–2025). She served as Advisor to the Office of International Cooperation (ECI/UEM) (2018–2020) and as Vice Dean of Planning and Institutional Development at the State University of Maringá (PLD/UEM) (2020–2022). As leader of the Study Group on Coordinated Structures (GECOR), she has experience in the fields of Economics and Administration, with an emphasis on governance, family farming and agri-food systems, the integration of small-scale producers into high-value-added markets, value chains and labor in agriculture, and agri-food systems and territorial development.

  • Itaan de Jesus Pastor Santos, State University of Maranhão (UEMA)

    He holds a bachelor’s degree in Veterinary Medicine from the State University of Maranhão (1982), a master’s degree in Agroecology from the State University of Maranhão (1999), and a Ph.D. in Agronomy from the Technical University of Lisbon (2011). He completed his postdoctoral fellowship between 2021 and 2022 at the Federal University of Pará. He is currently an adjunct professor at the State University of Maranhão, working in the Graduate Program in Socio-Spatial and Regional Development; he also coordinates LABEX—the Center for Extension and Development. He has experience in rural development with an emphasis on the diagnosis and planning of agroecosystems, focusing primarily on the following topics: rural territories, agroecology, rural youth, and the environmental impacts of veterinary activities.
