Abstract

This study approaches the experience of territorial based associations, by means of public consortiums, with the aim of investigating the formation and institutionalization of public consortium. The methodological proceedings observed were from the qualitative research, through the case study of the Health Inter-municipal Consortium of the West of Santa Catarina (HIC). As main results, it was possible to observe that HIC has reached the inter-municipal cooperation aims to the effectiveness of a part of the health policy, generating economy and results. However, it presents opportunities of improvement in the field of the citizen-user’s participation of the service and in a major integration with Public Health System (PHS).
