The Capability Approach: an Alternative Model to Public Actions

This paper uses the Capability Approach developed by Amartya Sen (2000) as an alternative model to study the efficiency and equality of recent governmental actions. The main objective is to analyze the public policies of some municipalities located in Rio Grande do Sul (Porto Alegre, Torres and Tupandi) focusing if such policies have been oriented by the Capability Approach. The methodological approach is based on a qualitative analysis known as descriptive-interpretative. The results suggest these municipalities have used other aspects besides the efficiency in the public choice process which assembles some characteristics related with Capability Approach. Then, it’s showed that instrumental aspects of the New Public Management are not the only way followed by these municipalities and the Capability Approach can be an alternative tool to explain the public policies formulated by the governmental agents.Downloads
