The Urban Land Regularization in the First Heritage League of the Municipality of Belém in the face of the formation process of informal urban centers

Abstract

The present work analyzes the application of the new federal legislation - Law nº 13.465/2017, through the historical perspective of irregular formation of urban land and the influence of this problem in the territorial organization in the city of Belém. In this sense, the primary discussion was developed on the disorderly occupation of the land, the urban spoliation and the historical conjuncture of the informal urban centers built in the first heritage league. Subsequently, the objective of the research was to analyze the history of the expansion of urban land in the first league, especially regarding the non-observance of the territorial order for the effective access to the right to regularized housing. And, finally, the areas object of the Reurb by CODEM were listed, so that, through exploratory research, it is concluded that there is a possibility of reducing bureaucracy in the resolution of problems arising from irregular occupations through the instruments of Law nº 13.465 /2017 and the analysis of the Terra da Gente Municipal Program, as an urban policy that can contribute as a tool for access to regularized housing. The dialectical scientific methodology is adopted, through comparative theoretical and normative analysis of the institutes.
