Abstract

This paper discusses the production of urban space by examining the housing projects produced by Minha Casa, Minha Vida Program − PMCMV. To analyze the spatial distribution of projects produced by the Program, and the activities of the stakeholders involved in this process, we collected information regarding developments hired under the PMCMV between the years 2009-2013 in the Metropolitan Region of Porto Alegre. The projects were georeferenced and analyzed taking in consideration their position in relation to the urban sprawl. A mapping of stakeholders was carried out through a survey and analysis of the construction companies that were hired under the Program scheme. We observed a small number of municipalities covered by the program; a juxtaposition of developments in certain urban areas; the presence of a few companies controlling a larger volume of contracted units; and the tendency to locate projects, aimed to the lower income band, along the urban peripheries.

    Graduada em Arquitetura pela Universidade Federal do Rio Grande do Sul (1962), cursou especialização em Urbanismo (1965) e mestrado em Planejamento Urbano e Regional (1980) na mesma universidade. Doutorado em Estruturas Ambientais e Urbanas pela Universidade de São Paulo (2005). Professora associada da Universidade Federal do Rio Grande do Sul. Tem experiência na área da Arquitetura e Urbanismo, tendo atuado na Fundação Metropolitana de Planejamento do governo do Estado do Rio Grande do Sul como planejadora urbana e regional. Desenvolve atualmente linhas de pesquisa com ênfase em História da Arquitetura e Urbanismo., atuando principalmente nos seguintes temas: urbanismo, legislação urbana, desenvolvimento urbano e arquitetura. É integrante da rede nacional de pesquisa Urbanismo no Brasil e do Programa de Pós-Graduação em Planejamento Urbano e Regional da Universidade Federal do Rio Grande do Sul - PROPUR como professor convidado.

    Arquiteta e Urbanista formada pela Universidade Federal do Rio Grande do Sul - UFRGS (2002), possui especialização em Patrimônio Cultural em Centros Urbanos (UFRGS-2007) e mestrado em Planejamento Urbano e Regional pela Universidade Federal do Rio Grande do Sul (PROPUR/UFRGS-2014). Foi professora nos cursos de Arquitetura e Urbanismo da UNIVATES, UNIFIN e professora substituta no Departamento de Urbanismo da Universidades Federal do Rio Grande do Sul (UFRGS). Atualmente é doutoranda no Programa de Pós-Graduação em Planejamento Urbano e Regional - PROPUR/UFRGS e professora do Unitec Institute of Technology - Auckland/NZ. Tem experiência na área de Patrimônio e de Planejamento Urbano, com ênfase em Estudos da Habitação. Desenvolve pesquisas na áreas de habitação e de planejamento urbano e regional.
