Competency-Based Management as a Driver of Sustainability in Smart Cities: Contributions to the Circular Economy and Alignment with the Sustainable Development Goals (SDGs)

This article investigates how the integration of competency-based management practices in public and private organizations can promote sustainability and the circular economy in smart cities, in alignment with the Sustainable Development Goals (SDGs), and the legal and ethical challenges associated with their implementation in human resource management. Using a literature review methodology, the study explores the alignment with the SDGs, focusing on decent work, economic growth, and sustainable cities, and analyzes how competency-based management can promote the circular economy, encouraging waste reduction and resource reuse. Additionally, the legal and ethical challenges are discussed, including issues related to labor law, discrimination, and corporate social responsibility, and case studies are presented to demonstrate the effectiveness of these practices in smart cities, emphasizing innovation and social impact.
