FAKE NEWS AND THE FLOODS IN RIO GRANDE DO SUL IN 2024: THEIR IMPACTS ON THE COMPLICATION OF INTER-FEDERATIVE PUBLIC EFFORTS DURING CIVIL DEFENSE ACTIONS

The study investigates the dissemination of fake news during the 2024 climate tragedy in Rio Grande do Sul, asking the following questions: what were the main challenges to the fake news disseminated during the tragedy in Rio Grande do Sul in 2024, what biases were present and how did the spread of this (mis)information influence the population's perception of the legitimacy of public institutions and the effectiveness of actions? To answer this question, the research was divided into two parts. The first analyzes the right to freedom of expression and the perspective of disinformation, while the second maps the challenges to fake news related to the tragedy. The basic theory adopted was systemic-complex, with a qualitative approach and a case study procedure, using the techniques of content analysis and bibliographical research, involving data collection and interpretation and a literature review. It was concluded that disinformation had a negative impact on the authorities' response and the population's trust in public institutions.
