Formulation and Implementation of Migratory Public Policies for the Reception and Integration of Migrants in Venâncio Aires- RS- Brazil

This research aimed to analyze the processes of formulation and implementation of the municipal migration policy in Venâncio Aires, a municipality located in the central region of the state of Rio Grande do Sul, Brazil. The focus was on the creation and execution of actions aimed at the reception and integration of migrants. A qualitative approach was adopted, using semi-structured interviews, as well as document and bibliographic analysis as the main data collection techniques. The results indicate that, although the municipality has complied with the principles of federal legislation in the formulation of its policy, significant limitations remain in its implementation. Migrant participation in the decision-making process is low, legislative support at the local level is fragile, and federal financial resources are insufficient. Civil society, particularly the Pastoral do Imigrante (Pastoral for Migrants), has taken on a central role in reception efforts, contrasting with the limited engagement of municipal authorities. Challenges were also identified regarding access to decent employment and adequate housing, incidents of discrimination, and the lack of accessible information on migrant rights. The study also highlights the importance of intersectoral coordination among municipal departments and the broad dissemination of migration policies as key elements to ensure the effectiveness of the actions.
