Introduction: community physical activity programs are increasingly being disseminated as a strategy to improve the population's quality of life. Among the main benefits are the prevention and control of chronic diseases, reduction of body weight, reduction in the dosage of medications for continuous use, increased autonomy and improved general well-being. Objective: to present the research protocol for evaluating the effectiveness of the Academia da Saúde Program in the city of Rio de Janeiro. Method: the design adopted is to evaluate effectiveness, using a mixed method, whose purpose is to maximize understanding of the effect of the intervention. To guide the evaluation process, the theoretical-logical model was developed. During Phase I, we opted for a case-control study involving users and non-users of the physical activity program. The impact of the intervention will be estimated using the average treatment effect. In Phase II, semi-structured interviews will be carried out to analyze users' perceptions of the intervention and, subsequently, thematic analysis will be conducted. The interface point will occur at the end of the study with the integration of quantitative and qualitative approaches in search of synergy in the interpretation of both paradigms. Results: the proposal for formulating the analysis model was strategic to map actors, activities, products and expected results related to the policy. The following dimensions of analysis were identified: institutional, management and promotion of healthy living in the territory. Conclusion: it is expected that the evidence produced by this research can contribute to strengthening the program in order to expand and reinvigorate the contours of public policies to encourage health-promoting practices.
